Copthorne Neighbourhood Plan: The planning process

The Royal Oak Crawley Down

The Neighbourhood Plan Process

There are 5 key stages to neighbourhood planning.

STAGE 1: Defining the neighbourhood
STAGE 2: Preparing the plan
STAGE 3: Independent check
STAGE 4: Community referendum
STAGE 5: Legal force

In practice, Stage 2 is the real crux. We have to demonstrate community consultation and alignment with local planning policies. Community involvement is key. There are also minimum periods required for consultation prior to certain stages.

Until the South East Plan is revoked MSDC cannot progress their plan, so any plan that we produce cannot be fully adopted until theirs has undergone a similar process.
